About Us

The Torrey pine (Pinus torreyana) is one of the rarest pines in the world, occurring naturally in just two locations along the California coast in San Diego and on Santa Rosa Island near Santa Barbara. Groves of Torrey pines, coastal sage scrub, and wildflowers along the rugged sandstone bluffs within Torrey Pines State Natural Reserve represent one of the wildest and most scenic stretches of coastline in Southern California. Inspired by this beautiful and unique natural area, two colleagues from large environmental consulting firms aimed to create a company that provides a unique combination of large firm experience delivered with small firm competitive rates and client responsiveness.

Julie Stout

President and Regulatory Permitting Specialist

Julie’s interest in biology was sparked while growing up in Washington where her favorite activity was exploring the woods behind her house. She was constantly making new discoveries ranging from strange fungi to stranger slugs and unexpected spring wildflowers. As a foreshadowing of her future career path, in the first grade she brought a newt to school for show-and-tell and curated a shoe box bug collection. After attending Cal Poly in San Luis Obispo, Julie started working as an ecologist at Oceano Dunes State Park where she spent her days searching coastal dunes for the cryptic nests of snowy plovers and least terns. It was then that she realized she had found a career that combined her love of hiking, nature, conservation, and wildlife.

From there, her career led her to working for several large environmental consulting firms based out of San Diego where she has supported a variety of transportation, stormwater, utilities infrastructure, habitat restoration, and renewable energy projects for numerous state and federal agencies, utility providers, local municipalities, and private developers throughout Southern California and the Western U.S.  During this time, Julie developed and practiced her skills in regulatory permitting and compliance; wetland and aquatic resources delineations; avian surveys; and bat surveys. 

In 2021, Julie started Torrey Pines Environmental with Jon Goin to provide responsive, effective, and efficient environmental services as a small business. With over 19 years of experience, Julie continues to support clients by developing feasible, effective, and adaptable mitigation tailored to support the unique needs of each project.

Jonathan Goin

Managing Partner and Principal Biologist

Jon’s interest in the natural world began early in life while spending his childhood years exploring the rolling hills of Marin County and Mount Tamalpais and taking family trips to the Sierra Nevada Mountains. A family fishing trip in the nearshore waters of the Gulf of Mexico opened the door to a lifelong passion, and Jon was soon fishing every chance he got. After graduating from University of California, Santa Barbara he capitalized on his knowledge of fishing and biology through positions at NOAA/National Marine Fisheries Service, California Department of Fish and Wildlife, and Marin Municipal Water District. He then attended Humboldt State University to obtain a master’s degree in Fisheries Biology. As a fisheries biologist, Jon conducted fisheries research, monitoring, and field surveys related to several species of salmonids including coho, Chinook, and chum salmon, steelhead, and coastal cutthroat trout.

In the next phase of his career as an environmental consultant, Jon participated in a plethora of wildlife surveys and studies throughout southern California. He has coordinated large and small field survey teams for these efforts, written and reviewed biological technical reports, provided regulatory agency consultation, and presented survey results to agency staff and various stakeholders at public meetings. He has extensive experience with linear projects for all major utilities in California; utility-scale solar, wind, and other renewable energy projects; and wildlife and fisheries biology research, monitoring, and field surveys. 

With over 24 years of experience at both small and large environmental consulting firms, federal and state regulatory agencies, and a municipal water district, Jon continues to utilize his experience to assist clients in achieving their project goals while preserving natural resources. In 2021, he joined Julie Stout to form Torrey Pines Environmental, bringing together a combined 35 plus years of experience in providing protection of natural resources, regulatory compliance, and environmental permitting services and solutions throughout Southern California and the western United States.
